eworkpanel cannot be moved to top of screen

when eworkpanel is launched with the geometry option:

eworkpanel -g 1024x30+0+0

the panel will appear at the top as intended with an odd black box at the bottom of the screen. However, as soon as the mouse touches it, it will appear at the bottom. It cannot be attached to the top of the screen.
